A disruption creates two problems at once: getting the journey moving and preserving evidence for any later claim. The fastest response is not to argue about a headline compensation figure. It is to establish what happened, what the airline is offering, what immediate care you need, and what documents prove your loss.
For a disruption at a UAE airport, check the operating airline’s official status, ask in writing about rerouting or refund and any applicable meals, communication or accommodation, retain your ticket, boarding pass and receipts, and submit the airline’s complaint process. Rules depend on location, cause, notice and passenger eligibility.
Important scope note
This is general travel information, not legal advice. The UAE GCAA Passenger Welfare Program applies to specified disruptions at airports in the UAE and contains eligibility, exception, care and process provisions. Disruptions outside the UAE can be governed by local rules. Recheck the current regulation and your ticket before acting.
The first 15 minutes
- Verify status using the operating airline and airport flight-status channels.
- Screenshot the status and note the time.
- Ask staff to state the reason and expected next update in writing where possible.
- Join the rebooking channel while checking the airline app, phone and desk in parallel.
- Tell staff promptly about disability, medication, an unaccompanied minor or other urgent welfare need.
- Protect onward hotels, transfers or meetings, but avoid irreversible changes until the route option is clear.
Dubai Airports provides a live flight-status page, while individual airlines control booking solutions. An airport can confirm operations; the ticketing or operating carrier normally handles the itinerary.

Delay
The flight remains scheduled but departs or arrives later. The relevant threshold can differ by type of assistance, route and law. Record both scheduled and actual times.
Cancellation
The planned flight does not operate. Do not assume a schedule-number change is or is not a legal cancellation; request the airline’s written classification and alternatives.
Denied boarding
You hold a confirmed booking but are not carried, often because capacity is unavailable. Volunteering in exchange for benefits can affect your position, so obtain the exact offer and new itinerary in writing before agreeing.
Diversion
The aircraft lands somewhere other than the planned destination. Ask who arranges onward transport, baggage handling and care.
What the UAE framework covers
The GCAA’s current Passenger Welfare Program states that it applies to flight disruptions including denied boarding, cancellation, delay and diversions at airports located in the UAE, while disruptions elsewhere are subject to local regulations. It includes detailed applicability and exceptions; not every passenger or event qualifies for every remedy.
This is why a viral compensation chart is unsafe. Outcome can depend on where the disruption occurred, the reason, how much notice was given, whether the passenger presented on time, whether a special or free fare is excluded, and the option accepted.
Rerouting, refund and immediate care are separate questions
Ask the airline to explain:
- the earliest rerouting to the ticketed destination;
- an alternative date if you no longer want immediate travel;
- the refund consequence if you decide not to travel;
- whether meals, communication, transport or accommodation apply while waiting;
- how checked baggage will be handled;
- what happens to onward sectors on the same ticket.
Do not accept a voucher without understanding whether it replaces another remedy. Do not cancel online casually: a voluntary cancellation can be processed differently from an airline cancellation.
If you miss a connection
On a through ticket, ask the carrier to rebook the final destination and confirm baggage. On separate tickets, the next airline may treat you as a no-show; contact it immediately and check insurance. See FL-03 for the protected/self-transfer distinction.
What evidence to keep
- booking confirmation, e-ticket and fare rules;
- boarding pass or proof check-in was completed;
- status screenshots and airline messages;
- names or case numbers from staff conversations;
- actual departure/arrival times;
- written reason, if provided;
- itemised receipts for reasonable meals, transport and accommodation;
- proof of rerouting, refund or voucher accepted;
- baggage tags and onward booking losses.
Keep originals and upload copies. A card statement alone may not show what was purchased.
Complaint path
Start with the airline or ticket issuer’s formal complaint process and request a reference number. State facts chronologically, the remedy requested, and attach only relevant evidence. If unresolved, use the escalation route identified by the current regulator or applicable consumer process. The GCAA publishes contact channels, but jurisdiction and complaint handling should be checked for the exact case.
Common mistakes
- Quoting a foreign compensation regime without checking applicability.
- Confusing care during a wait with automatic cash compensation.
- Discarding boarding passes and receipts.
- Buying a costly replacement without first documenting the airline’s failure or offer.
- Missing app or email messages because contact details are outdated.
- Claiming speculative losses without evidence.
A clear complaint structure
Use five short sections: booking and passengers; scheduled itinerary; disruption chronology; assistance offered and actual reasonable costs; precise request. Avoid exaggeration. A factual file is easier to assess.
Special situations to flag immediately
Passengers requiring mobility assistance, essential medication, pregnancy-related support, or supervision of an unaccompanied minor should identify the need at the first contact. Do not assume the original special-service request has automatically moved to a replacement flight; ask staff to reconfirm it. Families should also check that a rerouting has not split adults and children across separate services.
If the airline proposes a routing through a new country, verify transit permission before accepting. A solution that cannot legally be used by one passenger is not workable. Similarly, confirm whether a new arrival airport changes the onward ground transport offered.
For a package, cruise departure or independently booked event, notify the downstream supplier while the airline case is active. Ask for written flexibility rather than cancelling reflexively. These losses may be governed by separate contracts and are not automatically reimbursed by the airline.

Frequently asked questions
Does the UAE program apply to a delay outside the UAE?
The GCAA regulation says disruptions at airports outside the UAE are subject to local regulations. Other rules may still apply to the itinerary.
Am I always entitled to cash compensation?
No. Eligibility depends on the governing rule, cause, notice, disruption and passenger circumstances.
Should I cancel the booking myself after the airline cancels?
Do not do so until the airline or issuer explains the effect. A voluntary cancellation can be coded differently.
Can I buy food and claim it later?
Ask the airline first. If reasonable care is not provided and you must purchase essentials, retain itemised receipts; reimbursement is not guaranteed without assessing the rule.
Who helps when I booked through an agency?
The operating airline manages airport operations, while the ticket issuer may need to reissue or refund. Contact both as directed.
What if my baggage is delayed too?
File a baggage report at the airport before leaving and keep the report and baggage tags. Baggage claims follow separate rules.
Does travel insurance replace airline responsibility?
No. It is a separate contract and may require you to pursue the airline first.
